Mijn Klacht:
I am the new owner of my current apartment since Oct. 2018, and started to receive letters from ISTA few months after my move in. As my Dutch is not so good, I made a phone call at that time to understand what’s ISTA doing (as I already pay separate bill to an energy company), and ISTA’s answer was that my apartment is collective heating, so the heating and warm water will be charged separately from ISTA, and the bill will be adjusted according to my actual use by the end of the time period.
Few days ago I received the bill from Oct. 2018- Mar. 2019 (6 months). The 809 Euro invoice really surprised me, as I live half of the time in my boyfriends house and was not in Holland for 1 month during the past 6 months. And I hardly(never) turned on the heater in one of my sleep room and kitchen. Therefore the heating and warm water cost should be way much lower.
From what I understood, the bill is an estimated number based on previous owner. During my first call with ISTA, I was informed that the bill will be charged based on my actual use, and I was never informed the meter doesn’t work. The 809 Euro estimated invoice make no sense and I see this as fraud.
Gewenste Oplossing:
I should only pay for what I use. I don't know why the meter doesn't work in my apartment, otherwise I only accept a bill for no more than 2 month estimated cost (around 200 Euro), which should reflect my actual usage - as the first 1 month I was doing furnishing, and there was 1 month I was out of the country, and the rest of 4 months I only live half of the time in that apartment)
